Jonathan Rotger founded the Congressional Infrastructure Action Group to build an independent institution capable of connecting innovation, public policy, community experience, and American industrial capacity.

His perspective is shaped by his background in Allentown, Pennsylvania, his work across nonprofit, research, business, and community initiatives, and his belief that infrastructure policy must be understandable to ordinary people—not reserved for insiders.
